Job Description

The Chief Finance Officer will provide strategic financial leadership to ZESA Private Limited, ensuring long-term financial sustainability, commercial viability, effective capital and funding management, and fiscal discipline. The CFO will advise the Group Chief Executive Officer, Board and Shareholder on financial strategy and investment decisions, while driving the effective deployment of financial resources to support reliable and affordable electricity delivery, organisational transformation and sustainable value creation.

Requirements

• A degree in Finance, Accounting, Economics, Business Administration, Commerce or a closely related discipline – mandatory. • Chartered Accountant (CA), CFA or equivalent professional qualification/membership in good standing – mandatory. • An MBA, MSc in Finance or equivalent advanced degree – preferred. • Additional qualifications in Corporate Finance, Project Finance or Infrastructure Finance will be an added advantage. • A minimum of 10 years of progressive post-qualification experience in finance and/or corporate finance. • At least 5 years' experience at Chief Finance Officer, Finance Director or equivalent executive level within a large-scale, capital-intensive organisation. • A proven track record in financial strategy, capital structuring, project finance, treasury and liquidity management, business transformation and financial turnaround. • Demonstrable experience engaging with lenders, shareholders, regulators, Government institutions and other strategic stakeholders. • Proven experience in securing and managing funding from multilateral development institutions, development finance institutions and international lenders. • Experience in a utility, infrastructure, energy, mining, telecommunications, transport or similarly capital-intensive environment will be an advantage.

Responsibilities

• Participates in enterprise-wide decision-making and provide strategic financial leadership on operational performance, capital investment, business transformation, risk management, stakeholder engagement and organisational sustainability. • Reviews and challenges major strategic initiatives, investment proposals, acquisitions, partnerships and capital projects to ensure financial viability, affordability, risk-adjusted returns and value creation. • Directs the annual preparation of the Corporate Budget and Five-Year Financial Forecast, translating strategic priorities into detailed revenue, expenditure, capital expenditure and cash-flow projections across the Group. • Develops and champions an optimal capital structure for the Company, evaluating and recommending the most appropriate mix of debt, equity, guarantees and development finance to support its multi-billion-dollar capital investment programme. • Designs and implement a comprehensive revenue assurance and enhancement strategy, including the modernisation of metering infrastructure, billing systems and collection processes. • Oversees the Group treasury function, including cash-flow management, liquidity planning, banking relationships, foreign exchange exposure and investment of surplus funds. • Leads the design, implementation and continuous improvement of internal financial controls, systems and processes across the organisation, ensuring the integrity of financial information and safeguarding of assets. • Leads enterprise-wide credit control, collections optimisation and debtor recovery initiatives to strengthen cash generation and working-capital performance. • Manages the Company's financial interface with the Zimbabwe Revenue Authority (ZIMRA) and other fiscal authorities, ensuring compliance with applicable tax obligations, including corporate income tax, VAT, withholding taxes and customs duties. • Establishes and oversees the Group's financial risk management framework, identifying, quantifying and mitigating financial risks, i- Lead financial engagement with the Shareholder, relevant Government Ministries and agencies, regulators and pension funds, providing financial performance information, capital funding requests and sovereign guarantee applications as required. • Manages relationships with multilateral development banks, bilateral lenders, export credit agencies and commercial banks, leading financial due diligence, negotiation of financing terms and covenant compliance. • Oversees project-finance governance for strategic infrastructure programmes, monitoring financial performance against approved business cases, budgets and funding covenants.
